The Mexican pavilion’s design represents a kite forest. In order to select the best design, ProMéxico opened a National Public Contest on January 5th 2009.
The contest received 490 architect registrations and it was estimated that 500 individuals would participate. Also, 156 design proposals were received. The project submission procedure was certified by a Notary Public.

The winner was selected by a jury that included renowned architects and experts in museography, such as:
The members of the Jury selected the top three proposals and announced their decision on March 20th. The selection process was also certified by a Notary Public. The winning proposal was submitted by SLOT, an architect firm from Mexico City. SLOT's team members are Mónica Orozco, Moritz Melchert, Juan Carlos Vidals, Israel Álvarez, Mariana Tello and Edgar Ramírez.
